The Megalo Cannon(BW9) Eelektross is frankly a lot more interesting than this guy, what with it being blatantly designed to work around the troublesome Eeletrik (NVI) as it is. Setting it up for a sweep requires 3 Eelektriks other than the one under it for it to do an average of 120 damage per turn. Not exactly dynamite, considering the fact that those 170+ HP EXs will be two-shotting it without any fancy setups. It looks like Eelektrik will never get a worthy evolution.

How does its second attack work when used against a pokemon which “prevents all effects except damage”?

If a Pokemon “prevents all effects” then Slurp Shakedown would not be able to switch it, and thus would do nothing. (I think.)
