This is the first card I’ve ever seen where the attack requires two Colorless Energy for only 10 damage! Not that the attack would ever be used, but it seems oddly inefficient for any Pokemon in the history of the game ever.

Sorry Fletcher, you’ve misread that card; Fearow (Jungle 36/64; Base Set 2 41/130; Legendary Collection 42/110) does 40 for [CCCC], not 30. It does 20 for [CCC], but that includes a coin flip to prevent all damage and effects of attacks during your opponent’s next turn.
Keep looking, though, and you might find something priced worse. Back in the old days, [C] paid for 10 damage, and [X] (any non-C Energy requirement) paid for 15. Typical trends were damage being “exchanged” for an effect, going down if the effect was beneficial or up if the attack effect was detrimental. Attacks with coin flips and the like seemed built as if you were “wagering” the damage on the flips. Etc.
