This card is mistranslated. The original text states that if the coin is heads the Defending Pokémon can’t attack during your opponent’s next turn – it shouldn’t be restricted to not attacking Eevee specifically. In the English mistranslation your opponent could theoretically play Gust of Wind to get around Tail Wag, but that wouldn’t work in the OCG.

Wow, great catch from Ambassador as always! In that case I believe this card would be similar to Brock’s Ninetales – another card that had an errata issued for the original Japanese print that only printed that errata’d version into English. I wonder what other cards fall into this niche category?

Edit: just realized you may have meant only the errata’d version got printed in English and never in Japan, in which case these don’t count, because their updated texts did get Japanese printings…
