    Can you use this Pokemon Power including when your opponent evolves a Pokemon?

      You can only activate triggered powers in your own turn, unless the card explicitly states otherwise. If you somehow manage to force your opponent to evolve a card during your turn, I suppose you could trigger the ability through your opponent’s evolution..but otherwise, I’m pretty sure that you cannot.

        Extreme Necro, but you actually can activate this on your opponent’s turn.

        Q. A couple of weeks ago, you were going to check with R&D to see if the new Promo Eevee’s Pokémon Power, Chain Reaction, is also useable if your opponent evolves a Pokémon during his turn (since it doesn’t specify when it can or cannot be used). Any word on that?
        A. You can use Eevee’s Chain Reaction when your opponent evolves a Pokémon. (May 25 WotC Chat)

          There’s an errata for that so you can’t evolve it during your opponent’s turn.

            That is how it works on the Japanese printing, but wouldn’t Wizard’s ruling take priority when playing their formats? It looks like Jason Klaczynski recommends playing it as originally printed, but the official rules for the international card are that it can be done on your opponent’s turn.

          R&D should have been two separate departments. You’d have research to translate the cards, and development to create Dark Raichu. ;)

    Originally obtained through the Pokémon League in June 2000. This was the first English Eevee Promo Card, there was a Japanese version that had different art that released first.
