The DPPt era had some odd instances of real Video Game moves having effects that didn’t line up at all. This is one example, another would be Flash Cannon on Dialga DP1. While devolving the Defending Pokémon is flavorful for Dialga, the same can’t be said for a move that’s only possible effect is a tiny chance of lowing the opponent’s Special Defense.

Funny that Flash Cannon hasn’t re-appeared in the TCG! It’s one of the staple steel-type moves in the video games.
