After Electropower (https://pkmncards.com/name/electropower/) got rotated out, this card was considered orphaned.

In the Team Up-on format (where this was the case), AzulGG (a PTCG streamer) would sometimes play one of these in a deck as a joke since it was a useless card. What was interesting is that he could still play it despite obviously having no Electropowers in his discard pile. Assuming PTCGO implemented it correctly (which is obviously not always a safe assumption), I’m curious as though why this is the case. I assume it’s because, if you flip two tails, you wouldn’t shuffle any Electropowers into your deck, and therefore there are no missing requirements for playing this card.

That seems like a bug to me! It might have worked in the client because the coin flips still had to be performed so the card was “doing” something… but this case, to me, violates the meta-rule that you cannot play cards that are known to have no effect.
(Compendium does not have any Electrocharger rulings, and pokemon-card.com only has a ruling about being able to play Electrocharger with just one Electropower in-hand.)
