Electrode is now an Energy card (instead of a Pokémon) that provides 2 energy of that type. You can’t use this power if Electrode is Asleep, Confused, or Paralyzed.

Only 79%!? I’d suggest this for ANY Unlimited 150 deck…ANY!
Not only does it give you 2 energy in one turn (on top of your regular allowance) the prize loss can actually be used as an advantage, especially early on to trigger a Twins and start steamrolling. In a format with so much strong energy removal, having access in any deck to such powerful acceleration is essential.

A Pokémon that works as energy… Is there another effect that works in a similar way? A trainer or an Ability with a similar rule?

I can think of a few other neat examples:
Holon’s Pokémon like Holon’s Castform can be played as either Pokémon or Special Energy.
There’s a Klefki card from Steam Siege (Klefki STS 80) that has an Ability that allows you to attach it as a Pokémon Tool card to 1 of your Pokémon, though you discard it at the start of your next turn.
