Electrode ex · 90 HP · {L}
Pokémon (Electrode) › Stage 1 : Evolves from Voltorb · is: ex

Poké-POWER ⇢ Extra Energy Bomb
Once during your turn (before your attack), you may discard Electrode ex and all the cards attached to it (this counts as Knocking Out Electrode ex). If you do, search your discard pile for 5 Energy cards and attach them to any of your Pokémon (excluding Pokémon-ex) in any way you like. This power can’t be used if Electrode ex is affected by a Special Condition.

{L}{C} → Crush and Burn : 30+
You may discard as many Energy as you like attached to your Pokémon in play. If you do, this attack does 30 damage plus 20 more damage for each Energy you discarded.

weak: {F}×2 | resist: n/a | retreat: 1
· Pokémon-ex rule: When Pokémon-ex has been Knocked Out, your opponent takes 2 Prize cards.

Why does so much stuff discriminate against Pokemon-ex and will we see the same thing for the new EXs?

It discriminated against Pokémon ex to balance out the inherently stronger and less setup-heavy ex decks, since an ex deck not only does more damage, but has to set up fewer attackers. And sadly, no, there were very few effects that EX Pokémon couldn’t access during gen 5 and even many effects targeted towards buffing basic Pokémon, rather than cards like Double Rainbow Energy that reward you for trying to set up six single-prize stage 2 attackers in a single game.
Honestly, the widening HP gap was as incriminating as the lack of single prize-exclusive buffs. Back in gen 3, Nidoqueen from FireRed & LeafGreen had 80% as much HP as stage 2 ex’s like Blaziken ex from Team Magma vs. Team Aqua, Blastoise ex, and Flygon ex from Dragon Frontiers. It’s been a while since single prize stage 2’s could match even multiprize basics in the HP department. (Giving Conkeldurr 260 HP would probably raise it an entire tier at least.)
By the way, you can technically pair Electrode ex with several different ex’s. Stage 1- and 2 ex’s can be powered up before they evolve, and Zapdos ex from FireRed LeafGreen and Rayquaza ex from Deoxys can receive Energy you attach to single-prizers like Magcargo from Deoxys, Magmar from Team Rocket Returns, or extra Voltorb. It’s just that most of the best Electrode ex decks used single prizers that could receive Double Rainbow Energy and Scramble Energy (The Zapdos ex/Rayquaza ex/Electrode ex deck “ZRE” was the major exception”).

This would be amazing if its PokePower made your opponent take 1 prize instead of 2.

This was amazing, it was the key card for several decks like ZRE (Zapdos ex / Rayquaza ex / Electrode ex)

And giving out 2 prizes made Rocket’s Admin overpowered

Not just Rocket’s Admin., but Pow! Hand Extension, the closest thing to Gust of Wind or Boss’s Orders in those generation 3 formats other than coin-flippy Pokémon Reversal or on-drop Umbreon ex.
By far the best deck to utilize the Electrode ex/comeback cards package was Dark Tyranitar (The pure Darkness-type one from Team Rocket Returns). Previously a humble spread deck that usually relied on Spinning Tail, Electrode ex capitulated it into a versatile monster that could Grind of Bite off whatever your opponent valued most into oblivion… while ALSO being able to rely on Spinning Tail! :) It was Ross Cawthon’s secret deck going into 2005 Worlds, and thanks to Holon Energy FF and Protective Orb releasing the following season, it could shed its Fighting weakness and become a tier 0 threat in the 2006 Worlds format (Thankfully Sceptile ex from Crystal Guardians provides a solid counter in the Ruby and Sapphire through Power Keepers (“EX Block”) format).
That ZRE deck you mentioned was historically regarded as one of the three top decks of the 2005 Worlds format, making it Electrode ex’s other notable HISTORICAL appearance. However, RS-PK players have played around with this card a lot and found Machamp from Legend Maker, Delcatty from Ruby and Sapphire, and Exeggutor from FireRed & LeafGreen to all be viable partners for it. Now these variants are starting to bleed back into the Worlds formats, with Machamp being tried in 2006 and Exeggutor in 2005. “Bombcatty” would only be legal in 2005, but it’s probably impossible to beat Medicham with it. :( If you want to learn more about each of these variants, I’ll describe them more on each card’s respective page, or you can read about them here. https://retro-library.com/ruby-sapphire-power-keepers/

I would never KO my own Pokémon to give my opponent 2 prize cards.

Then you would never play the tier 0 deck of the 2006 Worlds format, BombTar. This was incredibly fast energy acceleration in generation 3, and if you could set up broken enough Pokémon (Like Dark Tyranitar TRR 19) fast enough, you’d take all your prize cards faster than your opponent anyways. Plus, you’d get access to Pow! Hand Extension.

If I use its power and Electrode ex has energies attached to it (which will be discarded together with the pokemon), can I return these energies among the 5 ones allowed by the power, or do I need to select only energy cards which are in the discard pile before discarding Electrode ex and the energies attached to it?

Asked some extra Ruby and Sapphire through Power Keepers players, and yep, you may choose Energy that were attached to Electrode ex.
(Fun fact: Electrode GX, which was based off of Electrode ex and even has artwork inspired by it, attaches the Energy before Knocking Out Electrode GX, so in the case of THAT card, you WOULDN’T be able to choose Energy that were attached to it.)

Thanks! This make its power and its attack really synergistic!
