It’s Elekid’s second card in either language.
Like all e-Card era Baby Pokémon, Elekid:
· has an Energy related attack. (None of them are much good, are they? I reckon this one is particularly lousy, as it lets your opponent decide where to move the Energy card. It’d be half-interesting if it let you pick where to re-attach the card.)
· unlike their free retreating Neo prints, all Babies now have a single {C} Retreat Cost. (Despite the nerf, apparently they were still banned in official tournaments in Japan.)
Having last contributed artwork for Max Revive in the Gym era, this card marks the return of Hikaru Koike as an artist for the TCG, alongside AQ Magneton and AQ Porygon2. These 3 cards seem to be set in the same location – possibly the Power Plant Stadium in same set? Koike might’ve also reused this scene for the background artwork of Electabuzz 𝑒𝑥.
