Pokémon Power ⇢ Playful Punch
Once during your turn (before your attack), you may flip a coin. If heads, do 20 damage to your opponent’s Active Pokémon. (Apply Weakness and Resistance.) Either way, this ends your turn. This power can’t be used if Elekid is Asleep, Confused, or Paralyzed.
· Baby rule: If this Baby Pokémon is your Active Pokémon and your opponent tries to attack, your opponent flips a coin (before doing anything required in order to use that attack). If tails, your opponent’s turn ends without an attack.

I kind of like the idea of using this in unlimited with Mewtwo Lv. X, Shuckle SW, Mr. Mime MT, and a bunch of other walls just to troll. Add vileplume for anti-Catcher.

Yes, but only once per turn. And a Mr. Mime (base) wall can be defeated with anything that can deal 10-20 damage. Which still exists in our format. At 20 damage a turn tops, you’d deck out first. Maybe something involving chandelures, dodrios, elekid, and mr. mime might work better. Punish them for leaving low hp basics out that can break mime lock, because 30-50 damage a turn hurts. You wouldn’t have to run much, if any, energy, either. A free retreater/free attacker like yanmega would also slot in nicely.

Following from the question on Dark Golbat (TR) and its Sneak Attack Power, which could inflict damage when put into play… this is another mistranslation on WOTC’s part, possibly deliberately*. WOTC has again put the exact same “(Apply Weakness and Resistance)” that they did for Dark Golbat, and while the original JP card doesn’t indicate anything either which way, I was able to load up a copy of the Pokémon Card GB2 game and test how Sneak Attack worked – W&R wasn’t applied for the Power there. Unfortunately, there was never a Pokémon Card GB3 that included any of the Neo sets so I can’t tell you with 100% confidence Weakness and Resistance shouldn’t be applied for Playful Punch, but …I can tell you with 99.9% confidence Weakness and Resistance shouldn’t be applied for Playful Punch.
* Apparently, WOTC wanted to improve the status of {L} Pokémon in the TCG. Something about the card they created, Dark Raichu, and seeing Lt. Surge, who is (was?) canonically American, as their kind of token representative in the franchise. Making Playful Punch apply W&R could just be to make it consistent with their mistranslation on Dark Golbat, but on the whole, it could’ve been meant to be an upgrade for Elekid, as only 40-odd cards in Base/Gym/Neo resist {L}, but about 90 card are weak to {L}.

I don’t know how I was so confident here, but I looking at Dark Golbat was only half the story needed to come to the correct answer here, with Dark Gyarados the important second half. Yes, do apply W/R for Playful Punch.
