This card’s explicit combination with EX Dragon’s Low Pressure System is something of an isolated incident – there aren’t any counterpart cards in the with attacks proposing additional effects if High Pressure System is in play. (You did see this with the Castform cards in EX Hidden Legends, though, with Magnetic Storm acting as part of the gimmick too.)
