Very rarely do you get a card that seems to deliberately demonstrate its own flaws, but this is a stunning example of one such card.
Look at the stage 2 cards and EXes within the set. See how many of them have 120 or less HP?
One of them. A grass type EX that would be OHKO’d by a more standard attack and is intended to be a bench sitter.
Pokemon as far down as the nonevolving basic shiny Terrakion have 130 HP. The disappointing printings of White and Black Kyurem also have 130 HP. Emboar himself, in fact, has 150. The time where 120 damage was a surefire OHKO has passed. This is painful against some basic basic and stage 1 pokemon, but you’re paying a pound of flesh for that. The tradeoff you go through will almost never benefit you.
Beyond that, it’s almost strictly worse than Dark Explorers Blaziken, who, beyond having cheaper attacks and a better low energy attack, actually hits a number that can OHKO other stage 2s. The only advantage for emboar is the ability to take two 70 damage attacks.
