      Why? It’s much more viable as an item. Compare it to Palmer’s Contribution which is a Supporter

        Supporter would be if it returned them to your hand. Compare Fisherman to Energy Returner

    Just starting with the game. If I have less than 5 energy in my discard pile, can I still use this card? If it said “up to 5” it would be more clear.

      Yes, you can. Because it doesn’t say “up to,” you must return as many as you have, with a maximum of 5. The text “up to” would give this card the additional flexibility of returning some but not all retrievable targets.
      For instance, if you have 3 basic Energy cards in your discard pile, you can play this card, and you must return all 3 Energy cards to your deck. The same logic applies to Super Rod.

          And if you have 0 Energy in your discard, you can’t play Energy Recycler for no effect.

          You cannot play a card if it is public knowledge that it will have no game effect. Paying a cost does not satisfy the requirement that the card has a game effect. (Jan 31, 2008 PUI Rules Team; Mar 12, 2009 PUI Rules Team)
