Oh, this neat. The original name of Magic Pollen is [ミラクルかふん 𝐌𝐢𝐫𝐚𝐜𝐥𝐞 𝐤𝐚𝐟𝐮𝐧], which means this is an interesting addendum to comments made on Team Aqua Technical Machine 01, where I outlined a recurring TCG theme of attacks with “Miracle” in their name being able to inflict any Special Condition of the user’s choice. Implicit to that post, and an assumption I made, was that the whole thing was kicked off by Miracle Berry – “if a Miracle Berry can cure any condition, a Miracle Attack must be able to inflict any condition” – and I still stand by that¹, but in the context of the TCG, this card comes first, and this appears to be the first instance of the Miracle trope².
¹ Pokémon Gold and Silver were already well under development by this time. I could scour through prototype versions to check when the Miracle Berry first appeared in them, but I reckon I’m of the personal opinion that (1) the Berry and this attack are related, and (2) the Berry inspired this attack, rather than vice versa, until proven wrong.
² In the comments of Erika’s Vileplume, I noted that Jungle Butterfree sniped the opportunity to showcase the debut of Mega Drain from that card. So it’s a cute coincidence that Erika’s Gloom is (probably) sniping the debut of Miracle attacks from N2 Butterfree.
