I think this card would have some potential in this format. Devo Flash could take back a Eelektrik, and if it was a 30 HP Tynamo you could bench snipe it with Snap Tail. And between Eviolite/other tools and Skyarrow Bridge, Psyloop could be doing a good amount of damage.

I really wanted this card to be good since it looks so cool, but I don’t think it ever saw much serious play. Technical Machine Rock was legal when this was out, so that kind of trumped it, though you could Devo Flash then Rock the same turn for a double de-evolution on the same Pokemon, which was pretty cool.
