What’s the story behind this card?? What does the flavor text say??

It originated as a promo for participants in a Hawaii tournament in 1999. The text reads:
“Dr. Ooyama planned the ”U.S. Card Exchange” party between the Japanese and Westerners.”
Likely alluding to the presence of both Japanese and English text on the card, though I don’t know if any actual U.S. Card Exchange event actually happened. If it did, it was likely part of the tournament event.
“Dr. Ooyama” refers to Kouichi Ooyama, one of the original TCG designers who also occasional illustrates cards under the name of Ooyama: https://pkmncards.com/?s=a%3Aooyama
He notably appeared at the above tournaments in Hawaii dressed in the Dr. Ooyama outfit depicted on the card.
Presumably due to the cards interesting history, silly artwork, and Ooyama’s importance to the game, they likely chose to reprint it in this set.
