Can someone explain to me how this card is good in any way? Seems horrible in Bulld and Battle in particular.

The value of a card like this is that if you are searching for specific pieces, and your deck doesn’t mind, or even benefits from discarding some specific cards, this gives you the most chance to see those specific pieces without giving up your current hand. In Build and Battle and in Standard, this card is mostly seeing play because it is a secondary draw supporter that plays nice with Great Tusk TEF 97, giving you the ability to mill your opponent even further. It’s a little bit of a weird strategy for B&B but for the same reason explorer’s is risky in that format, your opponent is vulnerable to milling their deck much more.
