Why would it specify Ultra Beast Pokémon-EX when they aren’t a thing, and presumably aren’t going to be unless Pokémon-EX make a random comeback?

This is likely for consistency reasons, and is also present in the original Japanese text of this card.
It says …「ウルトラビースト」の「ポケモンGX・EX」…, which means “Ultra Beast Pokémon-GX or Ultra Beast Pokémon-EX”.

It could’ve been a thing if they had made some effect that gave Pokemon the Ultra Beast subtype, so perhaps they were guarding against that…? (There never ended up being such an effect.)

Maybe EX will come back? EX pokenon used to be evolutions like GX are today. Maybe they’ll return in that format, like Squirtle, Wartortle and Blastoise Ex, but then have a M Blastoise Ex, similar to how the Break cards were a further evolution? Just speculation.

Simpler explanation; the Fairy Charm cards are a series, and the only difference in their effect text for all the OTHER Fairy Charms is the Type being walled against e.g. its the same text, copy/pasted over and over with some Energy symbols changed. All Types currently in the game are old enough to still have Pokémon-EX members in Expanded. With Fairy Charm UB, they just copy/pasted the same text and swapped the Energy symbols with the words “Ultra Beast”, creating a reference to something that doesn’t exist: Ultra Beast Pokémon-EX.

While the most likely explanation is that they simply used the same template from the other Fairy Charm cards, I believe adding “Ultra Beast EX” could have significance if Pokemon (for whatever reason) someday released a card that can make anything act as an Ultra Beast (similar to the old Team Plasma Badge card, or maybe a Supporter that lets you choose 1 of your Pokemon and treat it as an Ultra Beast until the end of your opponent’s turn)
If that were ever the case, it would be better to clarify Ultra Beast EXs for the sake of consistency
