As a TCG Player : mostly because we have better options for draw power ! Consistency is usually prefered, and other supporters are just better at that

Good question. I believe players would rather search for specific cards instead of drawing 4 random cards.

Not every deck plays stadiums and I’d rather have research, Iono or tutors.

“tutors” means cards that can search for specific cards (ex : Arven can search for 1 object and 1 tool of your choice in your deck)

That’s right! The term comes from Magic: the Gathering, where such search cards often have the word “Tutor” in their names.

Aaaand you just threw what I assume is another Magic: The Gathering term into the mix by calling Items “objects.”
For the record, Falkner requires YOU to have a Stadium in play, making it less easy to use than if it also worked when your OPPONENT has one in play, but even then, there are draw Supporters that let you see more of your deck and search Supporters that give you more precise control over what resources you can find.
Falkner isn’t even that much better than the Draw 3 Supporter cards. It’s more of a side grade. And the draw 3 supporters were only really played during some points in generation 5, especially between the rotation of the HeartGold SoulSilver era Supporters and the release of Colress (https://alexwilsonnc.github.io/ptcg-legends-legacy/decks-by-era/2012/bw-drx).
