   are these base set energys still useable in pokemon since the base set rotated?

     Yes, so long as they have the same name and rules text, any printing of a card that’s legal in the format is playable.

     In addition to the above (which is correct), also note that this is not a base set Energy, but one from 2016 :). The question about usability is still valid though!

     The official statement on this is in the tournament handbook, 5.4.1.3 “Reprinted Cards in the Standard & Expanded Formats.”
