It’s interesting how bans in Expanded tend to target enablers of “problem cards” more often than they target the problem cards themselves. This Flabébé being a very good example — the reason it was banned was due to allowing Cosmic Eclipse Floette to be played on the second player’s first turn, allowing rapid hand disruption when paired with various other hand disruption cards.
But that’s not Flabébé’s fault :(

The infamous Black and White “you can do everything now” going first rules will always serve as the template for how much damage a decision like that can do… mid-season rotations and all..

I think it’s because enablers may keep creating problem cards, while disruptive effects aren’t problematic if they can’t be accelerated to this degree. In this case, while this Flabébé was legal, they had to make sure no other disruptive Floette was printed. Obviously, this is a very specific circumstance, but if you think about cards like Forest of Giant Plants, you see how that can be a larger issue going forward.
