The artwork for Green is based on his design from RGBY – rather than FRLG or later. In almost all other cases across the franchise, they appear to be reticent to call back to older versions/designs the way they’re doing here.

I suspect part of the reason why is because his association with the Eeveelutions is strongest in Yellow, where Eevee is his starter and he can have any of the Kanto Eeveelutions. None of his subsequent appearances have any of them, not even Let’s Go, which is more or less a Yellow remake.

This design is closer to season 1 Gary, yes, but only coincidentally — it’s just because they’re both based on Blue/Green’s design from RGBY. Ash was similarly based on Red, but since he was intended as the series protagonist, they took a lot more liberties with his design.
As of his latest appearance in Journeys, Gary uses Blue/Green’s design from HGSS.

To add to this: Green/Blue appears in Pokémon Masters, including an appearance as “Blue (Classic)”* which is using his FRLG design (as opposed to his RGBY design).
* It should be noted that the localization team of Pokémon Masters is really lousy at their job. This isn’t really the place to talk about that though, so I’ll limit it to what is relevant here: the original name is “グリーン(アナザー)” – literally “Green (Another)” – and obviously doesn’t suggest any sort of ‘vintage’ for this appearance. At the least, though, PoMas can be used as another example of how the franchise is taking the character’s HGSS appearance as the ‘standard’.
