Others include Ho-oh EX and Ho-oh V.

I think this was broken during a short time window, right after the Evolutions set got released. Answers like Xerosic PHF and Startling Megaphone FLF had rotated out at the time. Not everyone would even have Minccino FCO just to answer that because it’s an attack, so it ends the turn, and the opponent would attach another Float Stone (arguably the best tool for Garbodor to circumvent its high Retreat Cost).
Only did the Guardians Rising expansion have a new response to Garbodor: Field Blower.

Folks tended to use Beedrill-EX over Minccino (bulkier, removes more Tools, could target with Revitalizer, Pin Missile was a possibility in a pinch). This was mainly in Vileplume decks so you could get the lock up.
