Many Garchomp cards deal damage to your opponent’s benched Pokemon:
    #𝟙 – Garchomp Lv.X
    #𝟚 – POP9 Garchomp
    #𝟛 – Garchomp C Lv.X
#𝟜 – This card and its Ultra Prism counterpart
    #𝟝 – G & G GX
    #𝟞 – Garchomp V

This stands in stark contrast to Flygon — only one (Flygon Lv.X) can hit your opponent’s bench!

Can someone explain why this Garchomp has an identical twin with just the type and weakness changed? I wasn’t playing during this era but I can’t think of any other cases of this.

They’re from a Japanese Gen 7 subset called Ultra Force that did type variants of recently-released dual-type pokemon.
