Poké-POWER ⇢ Imprison
Once during your turn (before your attack), if Gardevoir ex is your Active Pokémon, you may put an Imprison marker on 1 of your opponent’s Pokémon. Any Pokémon that has any Imprison markers on it can’t use any Poké-Powers or Poké-Bodies. This power can’t be used if Gardevoir ex is affected by a Special Condition.
{R}{C}{C} → Flame Ball : 80
You may move a {R} Energy card attached to Gardevoir ex to 1 of your Benched Pokémon.
· Pokémon-ex rule: When Pokémon-ex has been Knocked Out, your opponent takes 2 Prize cards.

Are this, and Tyranitar ex from the same set, the last cards released that utilize non-standard counters?
No Name
Yes, I believe that Dragon Frontiers was the last time this feature appeared.
I just realized there’s no limit to the number of Imprison markers you may place. Cool! Definitely more useful than delta Tyranitar ex.

Sad we only got one Delta species. Wish the set was bigger, so that way we could have more Gen 2-5 cards.

bulbapedia says that double full heal can remove imprison markers but imprison isnt a special condition
Shiny Shinx
weird pick for delta species representation, considering that this card was more or less a complete non-factor during its time in standard.
would’ve gone with Flygon ex DF, Flygon HP, Rayquaza ex DF, Raichu HP, Exeggutor HP, Dragonite DS, or Metagross DS as a better representative of this mechanic (or perhaps Holon Transceiver as a sneaky pick?)
