What made it so good?

Probably because of the strength of Psystorm as an attack. Kevin Nguyen used it in his 2004 Worlds deck. https://bulbapedia.bulbagarden.net/wiki/Team_Rushdown_(TCG)

Why Grass weakness? Grass is neutral, Poison is weak to Psychic and Bug is the only on that’s SE.

It’s the same reason why Golem ex is weak to grass, one weakness is enough to warrant it it seems, even if the pokemon resists the other two types

When it comes to designing cards, and converting video game Weakness/Resistance to TCG Weakness/Resistance, you’ll find either inconsistency or else the suggestion that the guidelines must be shifting behind the scenes and/or not very strict. To be fair, I would prefer they prioritize TCG game balance over faithfulness to the video games.
At the time this card was printed, Gardevoir were purely Psychic Type in the video games, which meant that only Bug, Ghost, and Dark did x2 damage. At the time, the TCG Grass Type represented the video game Bug, Grass, and Poison Types, the TCG Psychic Type represented the video game Ghost and Psychic Types, and the TCG Darkness Type represented the video game Dark Type. So the ONLY options for video game-based dual Weaknesses were Darkness/Grass, Darkness/Psychic, or Grass/Psychic. I’m guessing they thought Grass/Psychic was what the game needed for balance purposes.
