Likely, the designers thought that allowing this card to help “set up” for another attacker without expending that point of energy was a bit too powerful for a basic pokemon card. I doubt it would be overpowered otherwise, but such is life when you’re an evolving basic whose rarity is listed as (C).
Squirchampion
Short of a few Pokémon with Powers/Bodys that ‘create’ free retreat, there is no Basic Pokémon across the entire ADV/PCG era with free retreat (this actually started in e-Card). Not even Basic Pokémon ex had free retreat!

It was an error card, but Marill technically breaks this rule! I think it saw niche play for being the only free retreating basic in the format.
