Is there any circumnstance this can be used over an Eviolite or Hard Charm?

This card works with evolved pokemon, so it has clear advantages over eviolite. It was published before Hard Stone, so it is used in a different modified format.
Anything with any variation of Rage benefits from this thing. Also, many attacks ignore effects…primarily attacks belonging to dragon types. Hard Stone can get pierced by such effects, but giant’s cape buffs a pokemon’s durability regardless!
Don’t be mistaken, eviolite was clearly a meta card, this was inferior in comparison,and hard stone is flat out better in most cases.

Just think of all the basic non-EX that are suddenly out of ohko range… That or the theta-double basics.
