The only time I could see someone going for Risky Attack is if they could pull off the donk.
And for those unaware, Giovani has a trainer that works like a BTS for Giovan’s Pokemon, so it is possible to donk with this thing.

I think this would have been more interesting if Risky attack was a bit more powerful, but it was the only move on the card. If it were 80 damage on the flip (enough to KO most stage 1s and basics at the time) the attack would be awe inspiring, but the card wouldn’t be that much more effective. You’re still risking a surefire death of an evolved pokemon to simply do damage to the opponent.
