Shred is an attack which has yet to appear on a non-Dragon Pokémon. It has appeared on non-{N} Pokémon a couple times, but they’re representations of the alternate type a Dragon Pokémon has; e.g. Shred on the {M}-type Dialga GX, who is a dual Metal/Dragon type in the games. It’s not immediately obvious to me why this might be – “Shred” is a fair translation for ひきさく [𝐇𝐢𝐤𝐢𝐬𝐚𝐤𝐮], there’s nothing about the literal word as such that suggests it would be a Dragon-themed attack. I have a hunch it’s a question of the characters chosen to spell “hikisaku” out, but it’s just that – a hunch.

The move appears to have come into existence in gen 5, the same gen that introduced Reshiram and Zekrom, whose abilities — Teravolt and Turboblaze — essentially have the same effect as Shred (though Turboblaze got a totally different effect in the TCG). Also the same effect as Mold Breaker, an ability that both the Haxorus line and Druddigon have (but also shared with many non-Dragons).
It’s a bit of a tenuous connection, but it’s something? Still doesn’t explain the name, though.
