    what is the purpose of giving it a retreat cost if the ability cancels it? oh… thats right Garbodor.

    Alternatively…
    The CC retreat cost works from a flavor perspective,because it renders the pokemon’s ability almost self-demonstrating. It’s a nifty bit of parallel structure on the card design. Making its retreat cost CC also simplifies the card slightly,because it avoids questions involving what might happen if the retreat cost is increased by 1. If it had a retreat of C, would lowering its retreat by CC and then increasing its retreat cost by C give it a final retreat of C, or 0? While this interaction doesn’t break the game, and there ARE plasma pokemon with a AC retreat, this interaction might confuse some players,and as such the developers wanted to minimize the possibility of it showing up

        I’d like to point out that analyzing a card’s design isn’t difficult. Especially when you consider yourself a mind of game design.

      Oddly enough, that was my exact thought process when analyzing the design of Dodrio · Undaunted (UD) #11. In fact, this trend has been in place on pretty much every Pokemon who’s ever a retreat cost reducing effect. Take Darkrai-EX · Dark Explorers (DEX) #63 for example. Despite having Dark Cloak, he still has a CC retreat cost. It self-demonstrates how an effect that sets a retreat cost to zero takes precedence over effects that raise your retreat. They effectively communicate a game rule that isn’t in the rule book with clever card design.
