Is this card better or worse than the Glaceon V · Evolving Skies (EVS) #040?

Bit late replying, but I’m building a Glaceon deck for a friend right now.
The superior Glaceon V really depends on the meta. I consider this one broadly better in a vacuum, but in a VMAX-heavy meta, the Evolving Skies Glaceon V becomes superior since it gets Glaceon VMAX in play sooner with Frozen Awakening to start walling opponent VMAXes on their turn.
Against non-VMAX decks though, this one is definitely better — Frost Charge’s energy acceleration is gonna be a lot more helpful, especially considering the VSTAR’s costly attacks. The extra 10 damage on the second attack might also be handy in a pinch.
