In the PTCG game boy game this is excellent against the rock master (although it is no much more than a worsened Scyther, needing to evolve and with 10 HP less than it)

I’d rather run https://pkmncards.com/card/scyther-jungle-ju-10/ in Prop 15/3. The 10 extra HP and being a basic is relevant, its Swords Dance makes its Slash better than Golbat’s Wing Attack, and Leech Life wouldn’t heal Golbat fast enough to help much.
While Prop 15/3 definitely makes many Pokémon more playable than in other Base Set formats, both lower-tier picks and cards that have just never been touched elsewhere, a card still needs to meet a certain power level or have a clear niche to compete in the format. Scyther definitely has its uses, such as a main attacker in this big basic box (https://play.limitlesstcg.com/tournament/66d9d1a15bc39d158a9dc71b/player/hydraa/decklist) or as a tech against Aerodactyl, but doing 30 damage for 3 Energy feels a bit… lackluster in this format, so I’m not running it in a lot of lists at the moment. Even if I ways already running Grass Energy and the https://pkmncards.com/card/dark-golbat-team-rocket-ro-7/ line, though, I would opt for Scyther before ever touching Golbat.
