It ranges anywhere from 0 to 80, but it’s not equally weighted odds; e.g. there’s only a 2% chance the attack does 80, and there’s also only a 2% chance the attack does 0. If Bulbapedia’s data is reliable[1] and I haven’t misplaced a decimal, the attack does ~46.7 damage on average.
