I like Rewind Beam — it’s basically designed to obliterate VMAXes by knocking out the V beneath. Especially if you use Houndoom to get 2 Single Strike Energies on it, it should be able to KO any Pokémon VMAX. Getting the other two Psychic Energies on it may be a bit more challenging.

Why isn’t Golurk V a meta deck? With every attack it takes 2 prizes against every meta deck (provided it’s been loaded up with 2 Single Strike Energy). If it takes the opponent 2 hits to knock Golurk V out, a Psychic energy is attached every turn, and a Houndoom is on the bench attaching a Single Strike Energy every turn, then it can attack every turn. With Cape of Toughness and Abomasnow on the bench and Single Strike Roar used twice, Golurk is a 280 HP Pokémon, or 320 HP with Team Yell Towel, making it tough to OHKO. The only cons I see are that only 2 bench spots are left open, and many cards are needed to pull off the combo, but this seems to be outweighed by the sheer power of the deck to pull off OHKO’s that are hard to return. So again I ask: why isn’t Golurk V a meta deck? Does Golurk V have the potential to be a meta deck in future rotations/set releases?
Notes: if Big Charm or Cape of Toughness is attached to the opposing Pokémon, Tool Scrapper is needed to OHKO. To OHKO a Blissey V, a Choice Belt is also necessary.

The big issue is the energy cost. There’s no good Psychic acceleration in standard, which makes it impossible to continuously stream Golurk Vs as they get KO’d. So you’re completely reliant on surviving multiple hits to get the attachments, but that’s dependent on a bunch of moving pieces that you just described. And if something goes awry and you can’t guarantee 2HKOs, then you basically can’t ever execute your strategy and are just struggling to keep up.
I wouldn’t write it off completely, though. Arceus VSTAR‘s universal acceleration with Trinity Star might solve the energy issue. If you just focus on Golurk V, Arceus VSTAR, and Houndoom then things might click together well enough for the strategy to work.

I feel this could be a really good tech in Gardevoir ex decks to easily take out something like a Tera Charizard ex and not have to deal with the weakness as much. Would save having to fully power up the Zacian V.

I had that same thought and tried it out a bit ago, but unfortunately it doesn’t work that well in practice.
Most Charizard decks will have another Chamander and Pidgeot set up on the bench. So all you’ve done is just knock the Charizard back to their hand, and all they have to do is Quick Search another rare candy to take the return knockout. You end up trading 2 Prizes just to take 1, since you’re only knocking out the Charmander.
Real key to winning the Charizard match, is sniping down their Charmanders with Cressida, and effectively utilizing Reversal Energy. Sure they have weakness on Gardevoir ex, but you always want to make sure bossing that up and taking it out is the wrong move, because you have a return knock out without it.
