So why is this a Fighting type Pokemon when both attacks have Water energy to use it?

The terastallization mechanic from the Gen 9 Pokemon games essentially allows a Pokemon to change its defending type while keeping all its same moves, and this is the TCG adaptation of that. You can see that this Greninja is a Tera pokemon from the rule box under its health and also from the crystal shards everywhere in the artwork (that’s how Tera Pokemon look). Check Charizard ex or Mewtwo ex etc for other examples of terastallization in the TCG
