Wow, you have to pay through the nose to get anything done with this card. FOUR fighting energies(four! not even a single colorless is tolerated), a large retreat cost , only one attack, damage to your pokemon on the bench, forced discard, and to top it all off..it’s a pokemon EX. Even if we assume that all of these drawbacks should only add +10 to its attack compared to an acceptable offensive move at the time (say, Special punch’s 40 for 3) we’re still getting an attack that should be 100 for 4 If you’re going through all of this hassle for the effect, this should be doing enough damage to instantly KO the opponent no matter the situation
The horror of the situation should unfold when you realize that their stage 2’s might be attacking you twice for your single attack. Even in Skyridge, the heart of the anti-power creep madness that went on between Neo and ADV, you had stage 2 evolutions that on average would tank the hit from it and retaliate for the KO.
On the other hand ,there’s the EX version of this pokemon…

I’m pretty surprised at the fact this guy has 120 HP for a basic ex. Too bad everything else about him is awful
