Full Retaliation looks like a good attack until you realise all throughout history the most HP Magikarp has had is 30…

Using Archie’s Ace in the Hole, Snowpoint Temple and 4 Giant Cape, that attack can hit for 750 before you attach 2 Muscle Band to Gyarados.

Now with Fighting Spirit Belt, Vileplume, and PlusPower, you can do
        ( (30+4( (20+40+20) ) )+20*2+20+4*10 )*4 for 1800.

Addison Powell went 8-1-0 at Orlando Regionals (PRC-on format) with this guy.

Full Retaliation would rarely work, especially in todays game. Most basic attacks nowadays would faint three Magikarp at once with no damage counters left.

Unfamiliar with the details of the rules for this game, would the Wailord & Magikarp GX Tag Team count as a “Magikarp” for the purposes of Full Retaliation?

It does not. The card name has to be exactly “Magikarp” to count.
