Full Retaliation would rarely work, especially in todays game. Most basic attacks nowadays would faint three Magikarp at once with no damage counters left.

Unfamiliar with the details of the rules for this game, would the Wailord & Magikarp GX Tag Team count as a “Magikarp” for the purposes of Full Retaliation?

It does not. The card name has to be exactly “Magikarp” to count.
