It does bug me that Hyper Beam here has nothing to do with either its established identity in the TCG (diacarding energy cards) or the videogames (requiring a post-attack recharge turn).

The strange thing is that this card originated from the “Sun & Moon Family Card Game” collection, a set of three decks that contained a ton of simple Pokémon cards. This isn’t strange by itself; it mostly explains why none of its attacks have their established effects.
The strange thing is that the deck it’s in also contained Mewtwo-GX from Hidden Fates… which has a GX attack that discards all Energy from the Defending Pokémon. Certainly that would be at home on the Stage 1 Pokémon GX…?
