Nosredna, so long as your goal is to enable retreating, it actually would be an effective way to deal with Paralysis or Sleep. I don’t think any have ever proven particularly competitive, but Pokémon with effects that improve their attacks while said Pokémon are afflicted with a Special Condition (or Confusion specifically) were a thing before even this card. I think. ^^’
