Although its body is small, its proficient fighting skills enable it to keep up with big bruisers like Machamp and Hariyama.

It could be better, as it’s supposed to be a one-hit wonder. I would make Shining Spirit be affected by weakness and/or make Flying Press’s energy cost as [C] (As I don’t think Fighting-type decks have any reason to run it)

This card is really underrated in Standard and Expanded. It puts loads of pressure on an EX early game. Strong Energy+Muscle Band is half an EX’s HP, putting it at a 1-turn clock. Free retreat is also very useful after a Pokemon gets KO’d. Fighting decks usually have lots of attacking options (Landorus-EX and the non-EX, Lucario-EX, Mewtwo-EX, etc.), so not having to promote a Pokemon with a heavy retreat cost before drawing is really nice.
It has downsides, but they are not as bad as people make them out to be. It can only hit EX’s. but a majority of Standard/Expanded decks are EX heavy and if your opponent is attacking with a non-EX you can just retreat into something else.
It only has 70 HP, but you are only going to have a single Energy and Tool card invested in it, so you don’t lose much when it gets KO’d.
And finally, it can’t hit for Weakness but that isn’t a huge problem as most Pokemon in your deck can hit for the same Weakness and Garbodor can shut off Shining Spirit.
These prevent it from being the star of a deck, but it is definitely worth single slot in most Fighting decks.

It was in one of the top decks at 2015 worlds!

Plus, if you played Garbotoxin Garbodor alongside it, it could hit EXs with a {F} weakness for 120. Not bad for its energy cost!
