Simple – you can’t. And the sole reason it’s without previous Evolutions is that it was a promo in Japan. This card was released for the Bandai “Pokémon Kids Special” toy promotion in September 2011, which is about the same time as Psycho Drive/Hail Blizzard.

NVI Druddigon was reprinted one year after this in Legendary Treasures, which is a bit funny because the TCG had already embraced the new Dragon type by then!
*Obviously, there are still some {C} dragon cards, like VIV Rayquaza. But that {C} type represents “flying,” not “dragon”
