Ability ⇢ Grind Up
Once during your turn (before your attack), you may discard any Stadium card in play. If you do, attach up to 3 in any combination of {R} and {M} Energy cards from your hand to this Pokémon.
{R}{M} → Powerful Axe : 10+
This attack does 40 more damage times the amount of basic Energy attached to this Pokémon.

Oddly, this is the only Haxorus to use [R] Energy in its attack cost. All Dragon type Haxorus before and after use [F] in its stead. Is this another case of [R] and [F] being mixed up again, like it’s oft to do? Probably not, but maybe it’s to do with the card game not typically having acceleration options for [F] Energy so they swapped it out. The world may never know.

It’s very curious, but I can see some possible rationale for it in the Japanese releases. It was released in GG End, which was an expansion set to Double Blaze (featuring Reshiram & Charizard-GX) and which itself included Heatran-GX, so there was a focus on pretty viable Fire-types during that small block. If that wasn’t the reason, then I don’t know… but I don’t think it would have been an error.

That would make sense, given how well this combos with stuff like Welder and Fire Crystal.
