Ambassador
The CG background here looks really similar to the kind of CG artwork being used for the background of the Sugimori stock artwork cards of the time. We can take this to mean either that it was indeed Creatures doing the stock backgrounds of the time, or the only part of the artwork they rendered for this card was Heracross and borrowed from the same image collection for its background.
