This artwork was featured in the 2022 TCG Online Illustration Exhibition, and included a comment from the artist, kodama;
“I was tasked with creating an illustration with multiple Pokémon, almost like the kind that you’d find in a textbook about animals or dinosaurs, where you get a sense of the creatures in their natural habitat. Of course, Lilligant is the star of the show, but due to the size constraints of a card illustration, it was hard to create the feel of an illustration from a textbook. But I did my best to fill every last bit of space with Pokémon; I hope you enjoy trying to find them all. I made sure to draw all of them to scale—you might think Spheal looks a bit big, but that’s its actual size.”

I find it interesting to see confirmation on something I think was already suspected as being the case – the design orders the artists get are occasionally not just “draw X pokemon art” but “draw X pokemon art and try to capture this mood/theme/setting,” even in the sets without an overarching theme. i.e. in themed sets like Crystal Guardians and the BW sets that depict in-game locations, there were obviously more detailed design orders given, but it feels safer to go one step further and say it makes it much more likely that a set like Platinum, with an apparent fall theme to its artwork, was likely a deliberate request by PCL and not just a product of coincidence or something the artists decided to do.

The illustration contest themes are probably pretty similar to the guidance given to the artists.
“Pokemon Landscapes”, “Pokemon’s Cool Moments”, and “The Daily Life of Pokemon” being the contest themes so far.
