Something weird has been going on with Hitmonlee’s eyes since about FRLG’s artwork the Pokémon, and this card actually looks very similar to the “nu-gen” look of Hitmonlee. If you look at some art of Hitmonlee, it looks like it has what you’d expect – whites sclera, black iris, white pupil. This Hitmonlee is looking the opposite, with black sclera, white iris, and black pupil. I would say if you compare the run of Hitmonlee artwork that Kouki Saitou did for the HGSS block to this card, what I’m getting at is very obvious – and before you conclude it’s only a Yukiko Baba quirk, take a look at the GO and Home models for Hitmonlee. I found this very weird when I first noticed it.

Huh, yeah, looks like Sugimori changed the eyes in gen 3 and the TCG artists never got the memo. The way most artists do the eyes (I’d describe it as white sclera and black pupils with lots of eyeliner) matches the original RG and RB artwork.

You can see the discrepency illustrated in the gen 3 anime reference art, which was based on the Sugimori art but had the eyes changed.

At some point in the past couple generations the anime redid their reference art though, and Hitmonlee uses the FRLG Sugimori style eyes there now.
