This artwork is presumably meant to be one half of a larger piece of artwork, with this set’s Lugia comprising the other half. Like this set’s Zacian V and Zamazenta V, it’s something that immediately jumps out at you if you sort by the special chronological order the Japanese version of this set devised.
The artstyle Saitou has adopted here seems like it might be intending to remind you the overall theme/artstyle PCL was going for in the HGSS block of the TCG, which Saitou himself was around for and contributed to. || series:heartgold-soulsilver @kouki-saitou ||

Incidentally, people are currently excited about the fact the set numbering of Pokémon Card 151 presents the Pokémon in dex order rather than sorting by type and *then* dex order. I think it’s fair to assume we’ll get a fairly straight port of the set, but the current precedent, as suggested by this set, is that TPCi is *not* going to maintain that set ordering.
If you’d definitely like to see the JP ordering of an English set preserved, I’d encourage reaching out to TPCi directly to let them know that’s one of the appeals of the set for you. It doesn’t seem like TPCi has a designated contact for TCG proactive feedback, but they do have contact methods available online for filing reactive enquiries/tickets, and I hope they’d direct communication to the appropriate channels, especially if they begin to get the same request en masse.
