The lightning ability is so very, very marginal that it’s almost not worth considering.
Also, in the unlikely case that you are attempting to use this in casual/unlimited matches to hose Pokemon EX, tough luck. Pokemon-ex and Pokemon-EX, bizarrely, are NOT considered to be the same thing.

Most people will get pissed at you if you say that your Zekrom EX/Raikou EX isn’t an ex. In unlimited, EXs are considered exs.

That’s actually not true. Effects like Sigilyph‘s Safeguard wouldn’t work on the old EX’s, and whatever Rayquaza Star‘s attack is wouldn’t work on your Moo2s.

Energy GL; named after Gym Leaders, only with: Lt. Surge, Erika, Koga (until he got a promotion), Bugsy, Janine (until she got demoted), Gardenia and Volkner’s Pokémon. Sadly, none of the Hoenn (ORAS), Unova or Kalos Gym Leaders cared enough for this card, so it got rotated out.

I’m only just realizing, this card’s effect stacks right? If you have 4 Holon Energy GL attached to a Pokémon with Lightning energy attached, you take 40 less from a Pokémon ex, it would seem.
