Was there ever a combo of playing this card on UNB Spiritomb or UNM Froslass?

In the case of Froslass, the combo doesn’t exist; Hustle Belt checks HP prior to Spiteful Sigh’s damage counter placement.

Q: I put 7 damage counters on Yukimenoko using the attack “Urami no Toiki” of Yukimenoko, which has the Pokemon tool “Hustle Belt” and has “80” remaining HP. In this case, will the effect of the Pokemon tool “Hustle Belt” increase the attack’s damage by “+60”?
A: No, it will not be “+60”.

In the case of Spiritomb, however, the combo WAS there, and yes, there was a deck that played Hustle Belt, Spiritomb, AND Froslass. After all, both could be powered up with a single Rainbow Energy, and the Froslass could OHKO Reshiram & Charizard GX (If you attached Water Energy or moved the damage counter from Rainbow Energy off with UNM Jynx).

It also pairs well with Spiritomb in Gym Leader Challenge. Actually, it pairs well with LOT Alolan Meowth, too, which you can reduce to 30 HP on your first turn going second using Rainbow Energy and one of several Stadiums (Grabbing them with Guzma & Hala). In fact, GLC enthusiast PhoenixFire wrote a long article about how you could potentially build any deck featuring 30-60 HP basics to incorporate Fighting Fury Belt, which inspired me to feature it in my TEU Charizard/SVI Armarouge home-brew and swap my Charmander to the one from Team Up.

Help me understand this card. So if a Pokémon only has 30 HP left from just regular attack damage but not specifically damage counters places by effects of attacks/abilities/trainers this card won’t work?

No. This card doesn’t care about how the Pokemon was damaged, only that the damage is present. Any of the methods you mentioned will work. The point is just to prevent Hustle Belt from instantly working on Pokemon that naturally have only 30 HP.
