In this context, it definitely seems like a successor to the old Dark Mind attack that often appeared on Hypno cards, but it looks like that attack name got retired for some reason. This attack’s name is a bit of an interesting translation choice, though, as it’s originally サイコバレット [𝐏𝐒𝐘𝐂𝐇𝐎𝐁𝐔𝐋𝐋𝐄𝐓], and with the way it works, makes it seem like it’s an ancestor of later attacks like Heavy Bullet, Electrobullet, Aqua Bullet, Tri Bullet, Dual Bullet, Shadow Bullet, Mind Bullet, Frost Bullet …I’m sure the list will go on.
Mind Bullet is particularly interesting, since ultimately Dark Mind would end up being the ancestor of *all* these attacks, and the name makes it feel like it almost went full circle there.
For whatever reason, these attacks feature no functional relation to Bullet Punch attacks¹. There also some bullet attacks like V Bullet and Rock Bullet that, despite being Bullet / バレット attacks in both languages, don’t function as you’d expect them to.
¹ Bullet Punch was indeed originally バレットパンチ [𝐁𝐔𝐋𝐋𝐄𝐓 𝐏𝐔𝐍𝐂𝐇], so it’s weird that these other Bullet attacks go their own way entirely. Bullet Seed attacks, on the other hand, I’m not surprised to see a lack of relationship, as that move was originally タネマシンガン [𝐓𝐀𝐍𝐄 𝐌𝐀𝐂𝐇𝐈𝐍𝐄 𝐆𝐔𝐍], or SEED MACHINE GUN.
